SHORT-TERM CONSULTANCY (STC) Development of national strategic costed plan for hepatitis, Kiribati
BACKGROUND
Viral hepatitis is a major public health problem in Kiribati and a significant cause of morbidity and mortality. It is one of the leading causes of premature death and major risk factor for development of liver cirrhosis and cancer in the country. The most recent seroprevalence survey among health care workers in 2007 reported 15% HBsAg positive for hepatitis B. About 40% of people living with hepatitis B have hepatitis D viraemic co-infection. Hepatitis C is low and no cases have been detected in recent years.
The Government of Kiribati would like to develop and update a new national strategic plan for the next four years (2022-2025) including annual operational costed plan (2022-2025) which will help to pave the vision, strategy and implementation of the roadmap towards achieving viral hepatitis elimination by the 2030 Sustainable Development Goals. The costed national plans will also facilitate mobilisation of resources both domestically as well as from developmental partners. The new national strategy also integrates into the overall national healthcare plan as well as other national plans for maternal, child health and immunization, cancer control and noncommunicable diseases (NCD), HIV/STI and other national plans.
PURPOSE OF THE ACTIVITY
The purpose of the Short-Term Consultancy (STC) is to support the Ministry of Health and Medical Services (MHMS) and the National Hepatitis Task-force stakeholders in Kiribati to develop and update the national viral hepatitis National Strategic Plan (NSP) /policy for 2022-2025 and budgeted Annual Operational Plan for 2022-2025 for viral hepatitis to guide efforts in achieving the country’s goal of elimination of viral hepatitis.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The consultant is expected to work cross-collaboratively with WHO and the Ministry of Health, and other partners and to lead, facilitate, communicate, and organize meetings:
- to support the MHMS and Hepatitis Taskforce of Kiribati to draft the (a) national strategic plan 2022-2025; and (b) annual operational plan (AOP) with budgets for 2022-2025;
- to support organization of technical working group meetings and regular teleconferences with partners and stakeholders to discuss contents and develop the documents further;
- to facilitate consensus on the national strategic plan and AOP costed plan that indicate list of priority activities, cost and responsible/lead organizations for implementation; and
- to draft presentations for the national strategic plan and costed operational plan and ensure these slides are available for the Ministry of Health use for further discussions with donors.
METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS/DELIVERABLES
The consultant will undertake desk reviews, discussions with key informants and stakeholders to support development of the national strategic and costed operational plans. Support is virtual as travel is restricted to Kiribati under current COVID-19 restrictions.

Expected outputs by end of December 2021:
(a) national strategic plan for viral hepatitis elimination 2022-2025
(b) annual operational plan (AOP) with budgets for 2022-2025
Deliverables
Deliverable 1: Draft national strategic plan 2021-2025

QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: University degree in medicine, health sciences, public health or related field from a recognized university. In addition, postgraduate studies in public health, epidemiology or in management is required.
EXPERIENCE
Essential: Minimum 10 years’ experience in public health and programme development in viral hepatitis or communicable disease programmes. Working experiences on strategic planning, action planning, and costing and development of national action plans.
Desirable: Work experience in WHO or other international agencies. Work experience with the Ministry of Health and local authorities. Experience of ever working with Kiribati is an asset.
SKILLS / TECHNICAL SKILLS AND KNOWLEDGE
- • Strong skills in writing proposal, planning, costing, implementation, monitoring and evaluation of public health interventions.
- • Skills in coordinating multiple stakeholders including government and international organizations.
- • Technical expertise in the management of a public health programme with experience of designing and implementing public health related activities.
- • Extensive knowledge of public health and the interpretation of epidemiology in a public health context.
- • Proficiency in standard MS Office applications.
LANGUAGES
Written and spoken fluency in English is essential.
