SHORT TERM CONSULTANCY (STC) – UPDATE NATIONAL ACTION PLAN FOR DENGUE AND OTHER ARBOVIRAL DISEASE PREVENTION AND CONTROL 2021-2025
BACKGROUND
Cambodia is located in the Southern Indo-China Peninsula with a total land area of 181, 035 square kilometers and approximately 15 million population is divided in to 25 Provinces and 4 Municipalities. Dengue was first detected in the country in 1963 and is considered to be endemic; reported mainly among children. In more recent years it has become a major public health problem. The country has seen a number of dengue epidemics over the last 10 years.
Over the years the number of cases has risen many folds, 1990 – 7 241, 1995 – 10 208, 2007 – 39 851 and 2012 – 42 362. However, despite a high caseload the case fatality has shown a decline; 4% in 1995 to 0.46% in 2012. In this backdrop, the National Dengue Control Program (NDCP) which was established back in 1996, apex institution in charge of Dengue Prevention and Control, with the financial support of the WHO WPRO undertook the task of developing the “National Action Plan (NAP) for Dengue and Arboviral Disease Prevention and Control: 2018 – 2020”.
In this action plan a total of 10 Provinces (including 2 Municipalities) were selected as priority areas for sentinel site surveillance on the basis of high population density with rapid growth of cities and growing potential for increasing dengue and other arboviral disease transmission. Goal of NAP is to reduce the health impact due to dengue and other arboviral infections in the Kingdom of Cambodia.

Technical support to Cambodia on updating the National Action Plan for Dengue and other Arboviral Disease Prevention and Control 2021-2025

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Under request from National Dengue Control Program, National Center for Parasitology, Entomology, and Malaria Control, Ministry of Health (NDCP/CNM/MoH) of Cambodia, WPRO and Cambodia Country Office are supporting the development and updating the National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2021-2025) for National Dengue Control Program of Cambodia. The propose contract will be teleworking with the following objectives:
- To review the existing National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2018-2020) for National Dengue Control Program of Cambodia
- To develop the new National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2021-2025) according to the findings of the review
- To provide technical inputs to upgrade the existing program for integrated disease surveillance (IDS)
METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS
Under supervision and guidance of WHO, consultant will interact with National Dengue Control Program Manager and other dengue stakeholders to review and update the National Strategic Action Plan. Consultant will take the lead in the discussion and reporting.
Output/s
Output 1: To review the existing National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2018-2020) for National Dengue Control Program of Cambodia
- Deliverable 1.1: Review of all existing documents, SOPs and Guidelines with CNM Staff
- Deliverable 1.2: Compile all information and report the update to CNM
Output 2: To develop the new National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2021-2025) according to the findings of the review
- Deliverable 2.1: Develop a new draft of National Action Plan for Dengue and other Arboviral Disease Prevention and Control (2021-2025), update the progress and report to CNM
Output 3: To provide technical inputs to upgrade the existing program for integrated disease surveillance (IDS)
- Deliverable 3.1: Review the surveillance system within the program and provide recommendation and suggest as reflexing in the report.
Description of activities to be carried out
Activities under Objective 1:
- Develop a data collection tool according to the M&E targets of the existing NAP to collect data on the progress of targets to be achieved by end of 2020
- Have one to one discussions with key stakeholders related to administration, prevention and management in National/ Sub National and Provincial level to get feedback
- Develop a tool to generate data on resource allocation and utilization
- Review the collected data and information gathered to identify gaps in NAP implementation
- Identify strengths, weaknesses, challenges and opportunities in implementing the NAP within the last 3 years
Activities under Objective 2:
- Develop the new NAP according to the findings of the above review
- Provide recommendations on how best to achieve the goals and objectives set forth in the NAP identified through the previous exercise
- Discuss the way forward in implementing the NAP successfully to control Dengue & other arbovirus diseases in Cambodia
Activities under Objective 3:
1. Review the exiting integrated disease surveillance (IDS) system (in combination with Objective 1 above) for dengue and other arbovirus diseases in Cambodia
2. Provide technical inputs to establish/improve the structure of the laboratory network for dengue and other arbovirus diseases to function as an early warning system
Deliverable (s) to be submitted during and after the period of the assignment including manner of delivery and payment
- 25% - Signing of contract - 1 September 2021
- 30% - Submission of below deliverables - 31 October 2021
- 1. A comprehensive review report
- 2. New and updated NAP for 2021- 2025
- 3. Report on establishing an integrated disease surveillance (IDS) system with laboratory network
- 4. Advocacy brief to harness multi-sectoral support
- 45% - Final technical report - 30 November 2021
QUALIFICATIONS & EXPERIENCE
EDUCATION
Post Graduate Medical Doctor in the fields of epidemiology/ public health (MD or PhD equivalent)
EXPERIENCE
Ten years’ experience in program management of dengue/vector-borne diseases (surveillance, prevention and case management) with specific experience in low/middle income countries
Past experience in developing national strategic policies for similar settings is an added advantage.
TECHNICAL SKILLS & KNOWLEDGE
Knowledge of WHO Dengue Diagnosis and Treatment Guidelines and health systems in Asia
LANGUAGES
Must be professionally fluent in English
Written and spoken fluency in English is essential.

ADDITIONAL INFORMATION
PLACE OF ASSIGNMENT
The Contractor is expected to work for 60 days home-based starting from 1 September 2021 to deliver the above work completed by TBC.
MEDICAL CLEARANCE
The selected consultant will be expected to provide a medical certificate of fitness for work.
TRAVEL
Travels in relation to this contract is not anticipated. During the current situation of COVID-19, the consultant will work remotely from his or her own country.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed. WHO Country Office Cambodia will facilitate the procedures to obtain official visa.
