Implementation of a well-being survey among staff in the WHO Western Pacific Regional Office
BACKGROUND
Considering the global COVID-19 pandemic and its impact on WHO staff and the environments in which we work, the WPRO Staff Association (SA) seeks to implement a WPRO-wide questionnaire for all staff, consultants and Special Service Agreement holders.
From an operational perspective, this questionnaire will serve as a baseline and will provide useful information for the prioritization of risk factors and to prompt preventive actions in workplaces. It is WHO SA’s intent to use the questionnaire to gain a clearer understanding about work life, staff perspectives about their work, and how the work environment impacts their well-being. After discussion and consultation with experts in WHO/HQ, WPRO and, the Division of Pacific Technical Support, the WPRO SA proposes the use of a short form of the Copenhagen Psychosocial Questionnaire (COPSOQ) which is a validated instrument which is designed as a tool for workplace psychosocial risk assessment and for organizational development.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this activity is to facilitate the implementation of a short-form of the Copenhagen Psychosocial Questionnaire (COPSOQ) via on-line platform, analyze & summarize the data, and make recommendations for prioritization of risk factors and to prompt preventive actions in the workplace to support well-being.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Inception report including itemized workplan and timeline of activities
- Deliverable 1.1: A work plan with timeline of activities agreed upon with the WPRO Staff Association Committee
- Deliverable 1.2: A finalized Copenhagen Psychosocial Questionnaire (COPSOQ) agreed upon with the WPRO Staff Association
Output 2: A report summarizing the results of the short form of the Copenhagen Psychosocial Questionnaire (COPSOQ) and making recommendations for prioritizing risk factors and identifying preventive actions (for dissemination beyond the WPRO Staff Association).
- Deliverable 2.1: On-line platform ready for collecting demographic and COPSOQ data from WHO Western Pacific Regional office staff, consultants and Special Service Agreement contract holders
- Deliverable 2.2: A summary and a presentation describing the results of the COPSOQ survey and making recommendations for prioritizing risk factors and identifying preventive actions which are applicable and appropriate for WHO WPRO context and may be applied in the WHO country and regional offices to support well-being
Output 3: Final technical report including brief financial report
- Deliverable 3.1: Technical report which describes the results of the COPSOQ survey and includes recommendations for action and financial report. The report shall include supporting documentation (e.g., proceedings, minutes, etc.).
METHODS TO CARRY OUT THE ACTIVITY
- • Consult with the WHO WPRO Staff Association Committee to finalize the inception timeline, workplan and the short form of the COPSOQ.
- • Develop an on-line platform for COPSOQ data collection.
- • Analyze and summarize COPSOQ results.
- • Draft recommendations for prioritizing risk factors and identifying preventive actions which may be applied in the WHO country and regional offices to support well-being.
- • Hold consultations with WHO Staff Association Committee and experts in WHO WPRO and the Division of Pacific Technical Support to discuss the results and draft recommendations.

- Oversight: Staff well-being survey steering committee
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential:
A degree in psychology, occupational health, public health or related field
EXPERIENCE
Essential:
Experience implementing survey tool(s) for assessing staff and work environment psychosocial well-being
Experience implementing actions to address risk factors and preventative actions
Desirable:
Experience working with UN/WHO
LANGUAGES
Fluent in written and spoken English
