The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) invites Expressions of Interest (EOI), from qualified companies, to provide Consultant Services for Architecture and Construction Design for the New Main Entrance Construction (NMEC) Project at the UNESCAP premises in Bangkok Thailand. The New Main Entrance Project is the construction of a new entrance facility for the UNESCAP premises to accommodate Security Screening, Visitor Entry and Conference Registration. The Scope of Services for this Project will encompass the following activities: Project Design, create Construction Tender Documents, participate in the evaluation of the technical proposals during the General Contractor solicitation process and perform other Construction Design/Architecture Services in support of the New Main Entrance Construction Project. It is also the expectation that the Consultant will support ESCAP during the construction period and work with the General Contractor and ESCAP to potentially modify and accommodate any changes in the original design during the construction phase of the Project. Scope of Works Overview 1) General Review the previous concept design and assess current security control and integrate this information in the design solution of the New Main Entrance area whose function would be to provide access control for Staff and Visitors taking in account the following key areas: a) The design criteria for Architectural, Structural, Interior Design, HVAC, Fire Protection Systems, IT and Communication Systems, Electrical Systems, Pedestrian Access (Staff), Pedestrian Access (Visitors), Visitor Security Screening, Crime Prevention through Environmental Design Principles (CPTED) and other Systems/Features related to the building function. b) Consider the context of existing buildings, and surrounding area and the context of Rajadamnern Nok Avenue near the UNESCAP premises. c) All structural design and utilities systems which must be certified by a professional licensed architect and engineer according to local code. 2) Examination/ Investigation a) The Consultant will conduct site surveys, interview security and other stakeholders, investigate current security procedure, research and assess the space prior to generating any designs. 3) Design a) Provide conceptual alternative designs for the New Main Entrance. These designs are for UNESCAP to select an alternative for the final detailed specification and drawing development. These designs should cover all areas including the interior layout. The New Main Entrance must be a space-efficient design and remain-barrier free and accessible for the disabled. 4) Design Plans and Specification a) Provide a complete set of design and specification documentation based on the selected concept of the Design Phase. Include drawings for all architectural, electrical and mechanical systems to form a complete set of bid documentation in editable formats. b) Construction specifications to be based on Master Format standard construction specifications. 5) Tendering (for the solicitation for the General Contractor) a) Participate in the Contractor Site inspection. The Consultant shall attend the Contractor Project Site Visit at ESCAP and support in communicating the construction concepts to the potential Bidders. b) The consultant shall assist in answering all technical questions relating to the Scope of Works during the site inspection and any written questions received by ESCAP from the Bidders as part of the bidding process. c) Participate in the review the Bidders’ submissions for technical compliance with respect to the design and specifications and at the conclusion of the technical review process, the Consultant will draft a written technical evaluation report for ESCAP review and approval. 6) Construction Period Services a) Participate in the Contractor Site inspection and attend the Contractor Project Site Visit at ESCAP. b) Lead the inspection of construction work at critical milestones of the Project and prepare a written report for each inspection to guide the construction work and recommend corrective actions as necessary. c) Work with the General Contractor and ESCAP to potentially modify and accommodate any changes in the original design.
