New clarification added: Q1. how many estimated users will use the INTEGRATED NPPA Portal, per module, differentiated users who directly interact and work and users who only access and view? Q2. How many of them will use the INTEGRATED NPPA Portal at the same time?Q3. What is the data size which is expected to be kept in the database of the INTEGRATED NPPA Portal monthly/yearly?Q4. What is the data size which will be created monthly/yearly?Q5. What is the average size of the documents? And types(pdf, doc, xlsx)?A1. The number of users of the system is indicated in different sections of the technical documentation (for example B.2). Please note the requirement GEN-2. Regarding the number of users.A2. it is estimated that the number of concurrent users at the beginning will be 100. This number will grow over the years.A3 and A4: The size of data can not be estimated at the moment. The only indication can be the size of the current data which is:- for NLEX (on page 16), with about 7000 records of national legislation and 50,000 records of EU legislation, containing approximately 212 MB; - For NPAA data, it is approximately 140MB. The system should not have any limitation on the size of data that needs to be uploaded.A5. The system should not have any limitation on the size of the documents, neither on the type of the documents. Please refer to the Technical Requirements section.

New clarification added: Q: Under point C 5 it is pointed that: The Integrated NPAA Platform should be installed on the existing infrastructure within SEA. Does this means that the existing SQL server as a database can be used for the new NPAAS portal. A: Please refer to C6 where it is stated that: “The Contractor should also provide all needed licenses for the Operating System (OS) and for the Database that will be used for implementation of Integrated NPAA Platform.”

New clarification added: Question 1: Ìn section C.1. General Requirements point GEN-2 i stated the folowing: All licenses of specific software (OS, COTS, DBMS, other software) necessary to operate the new Integrated NPAA Platform on the existing infrastructure described in A.6 for unlimited number of end users, unlimited number of devices and for unlimited time should be included in the offer is this mean and will be acceptable if we will provide licenses for all internal users (SEA users) and unlimited number of all end users (other institutions users) ?Question 2: How many users will have SEA (Secretariat for European Affairs) and expectation grow rate for next 3 years ?Answer:The technical specification included in the tender represents the minimum system requirements that the offer should comply with. In the terms of the requested licensing model, the beneficiary considers the number of employees and potential growth rate as irrelevant and therefore the information is not included in the technical requirements.

New clarification added: Question 3: We as interested bidder with experience for the scope of the referenced projcet, in order to prepare the best possible competetive offer, would like to kindly request for an extension of the tender bid submision deadline, due to the Covid crises and in accordance to the complexity and seriosness of the project. Thanks in advance.Answer 3: Thank you for your request. As the project has limited time, at the moment there are no options for the extension of the deadline for submission of offers. If anything changes in this sense all interested vendors would be timely informed through this platform.

New amendment added #1: Revised deliverable time schedule in the Contract for professional services template. Time schedule adjusted to 52 weeks, in line with the project availble time for implementation.
