BACKGROUND

The Global Adult Tobacco Survey (GATS) is a nationally representative household survey of adults, 15 years and above, that enables countries to collect data on tobacco use, both smoking and smokeless, and key tobacco control measures that are comparable overtime and internationally. GATS has been implemented by countries around the world, with support from US Centres for Disease Control and Prevention (CDC), CDC Foundation and WHO.

GATS has facilitated the Philippines to fulfil its obligations as a Party to the WHO Framework Convention on Tobacco Control (FCTC).  The country has successfully conducted two rounds of GATS in 2009 and 2015. Data gathered from the past two rounds of GATS have facilitated important policy decisions such as introducing graphic health warnings and smoke-free policies as well as increasing of excise tax on tobacco and other nicotine products. 

In order to keep the country’s commitment to conduct periodic monitoring of tobacco use and the impact of tobacco control interventions, the Department of Health (DOH) planned to conduct a repeat GATS in 2020, in collaboration with the Philippine Statistics Agency (PSA). Representatives from the two agencies participated in the GATS orientation hosted by CDC in 2019 and completed the preparation of the survey protocols. While the timeline was delayed due to the COVID-19 pandemic, the two agencies are planning to conduct the data collection within 2021, followed by analysis and dissemination in 2022. As a next step, a pretest must be conducted in order to finalize the survey protocols.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

To facilitate preparatory activities of the Global Adult Tobacco Survey in the Philippines.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

In close collaboration with the Tobacco Free Initiative Unit of the Division of Healthy Environments and Populations of the WHO Regional Office for the Western Pacific and the WHO Country Office in the Philippines, the contractual partner shall provide administrative and logistical support for DOH and PSA to conduct the GATS preparatory activities.

Output 1: A pretest of the GATS household and individual questionnaires (Pretest I)

Deliverable 1.1: Contractual arrangements with selected venues for accommodation and meeting packages for the preparation, conduct and debriefing of Pretest I

Deliverable 1.2: Arrangement of catering services if needed  for meals provided during the preparation, conduct and debriefing of Pretest I

Deliverable 1.3: Travel arrangements for the facilitators and participants of Pretest I

Deliverable 1.4: Procurement of protective supplies and tests for COVID-19 as needed

Deliverable 1.5: Contingency arrangements to cover unexpected upkeep/charges during the conduct of Pretest I  

Output 2: Preparation for a field pretest (Pretest II)

Deliverable 2.1: Contractual arrangements with selected venues for accommodation and meeting packages for the working group members

Deliverable 2.2: Summary report of activities

 

METHODS TO CARRY OUT THE ACTIVITY

QUALIFICATIONS AND EXPERIENCE

EXPERIENCE

Essential:

  • • Extensive experience working with DOH and/or PSA including field enumerators
  • • Experience working with WHO or other UN organizations
  • • Experience in supporting surveillance activities including fieldwork
  • • Good track record in events organizing and documentation
