To support MOH to manage and analyze data on clinical quality for hospital accreditation
BACKGROUND
WHO has been supporting the government on conducting the RMNCAH integrated quality assessment and quality improvement module. In 2019, the integrated assessment was rolled out to all district hospitals in Xiengkhuang (XK) and Houaphan (HP) provinces. The assessment has five objectives: 1. Identify strength and weakness on RMNCAH service delivery, 2. Develop action plans of the hospital to improve RMNCAH services (facility-level improvement), 3. Provide on-site technical supervision(individual-level improvement), 4.Collect data to compile national-wide for national/sub-national data-based planning (national/sub-national-level improvement), 5. Report the score to 5 Goods 1 Satisfaction policy, “DokChampa”.
The integrated assessment tools were revised based on the revision of M&E framework on the RMNCAH strategy and clinical standards for 5 Goods 1 Satisfaction policy. The government plans to roll out nation-wide the assessment and quality improvement module in 2021. The consultant is expected to support the government to manage data from the assessment in selected provinces in 2021 and to build capacity of the government on data management.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To support MOH to manage and analyse data on clinical quality for hospital accreditation
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Meetings with the government counterpart and WHO country office
- • Meetings with the focal point of health information
- • Finalize the RMNCAH quality assessment tools
- • Reflect the RMNCAH quality assessment tools into DHIS2
- • Support to conduct Training of trainers/training on the tablet-based assessment
- • Support to roll-out the assessment to selected provinces
METHODS TO CARRY OUT THE ACTIVITY
- • Meetings with the government counterpart
- • Manage and review collected data for further improvement of data quality
- • Analyse collected data from the clinical quality assessment and develop reports
- • Develop tablet-based quality assessment tool
- • Develop training materials/SOP/assessor guide on the assessment
- • Continuous communications with the supervisor and the MCH team
QUALIFICATIONS & EXPERIENCE
EDUCATION:
Essential:
University degree in health-related areas
EXPERIENCE
Essential: Minimum of 5 years of working experience in RMNCH area
TECHNICAL SKILLS & KNOWLEDGE
- • Basic knowledge in family planning, antenatal care (ANC), intrapartum care/emergency obstetric care (EmOC), early essential newborn care (EENC), Child Health including sick and well child
- • Profound knowledge in data compilation and data management
- • Good knowledge in excel and / or a statistic software
LANGUAGES
Fluency in English is essential

- Duration of contract: 120 days of working
