New clarification added: Q6: On the RFP, it states that there is a parallel, qualitative survey of the legal needs of disadvantaged sectors of Philippine society. Would it be possible to see the Terms of Reference for this project so that we can better understand the role that we would be playing vis-a-vis the scope of GOJUST II as a whole?A6: The Amendment 2 for this RFP will be posting soon with the "Terms of reference for the qualitative study on access to justice" . Bidders can refer to that document for further information and guidance.

New clarification added: Q5: We have amendments that we would like to propose to the General Conditions of Contract. Can you please advise where we can upload an amended contract in the submission materials? Additionally, is there a place in Form B to indicate that we are submitting an ammendend contract with proposed changes? A5: Please refer to Eligibility and formal criteria of this RFP. UNOPS generally does not agree to the use of the general terms and conditions of the other party. Modifications and/or additions to the UNOPS General Conditions of Contract (GCC) including annexes are subject to approval by UNOPS Legal Advisor.

New clarification added: Q3: What is the project timeline and schedule of the deliverables? A3: The indicative timeline is 22 weeks from the award of the contract, subject to the final submission of the field work plan. However, the presentation of the initial findings of the survey should preferably be done before the end of May 2021.Q4: Can firms propose to conduct remote data collection?A4: The firm may propose remote data collection, either as the principal methodology or a concurrent / supplementary methodology for data collection, depending on their capacity. Whatever methodology for data collection is employed, it is important to demonstrate in the proposal how the expected results can be secured.Q5: Is there a budget limit?A5: UNOPS does not disclose the budget for this Activity.
