Consultant - Annual TB Report - PNG
BACKGROUND
Tuberculosis (TB) continues to be a public health problem. In 2018, an estimated 10 million people fell ill with TB and an estimated 1.2 million people died from TB worldwide. Globally, there is unprecedented political momentum surrounding the global fight against TB. The WHO Global Ministerial Conference on “ending TB in the sustainable development era” held in 2017 in Moscow emphasized the need for a multi-sectoral response and a multi-sectorial accountability framework. The first ever high-level meeting on TB at the UN General Assembly, in September 2018, reiterated the commitment to end TB by country leaders.
The multi-sectoral accountability framework was released by WHO in 2019 to support the process of defining who is accountable, what they are accountable for, and how they will be held accountable at different levels. “Monitoring and Reporting” is one of the four essential components of the framework to track progress related to commitments and actions. An annual national TB report is one of the key products that national TB programmes (NTP) should deliver to report progress. Although some countries do produce a national TB report every year and in others there are reports produced by civil society and nongovernmental organizations, these elements are not yet in place in many countries with a high burden of TB.
Papua New Guinea is one the seven regional high TB burden countries. Currently, there is no mechanism for regular development and dissemination of annual TB reports. So far, latest available reports are for 2014 and 2018. Until now 2019 report is not available. As PNG has many different partners who support NTP and involved in TB services throughout the country, it is important to have regular and quality annual TB reports which help NTP and partners to monitor its progress towards ending TB. Furthermore, it is important to establish a mechanism for the NTP to produce an informative national TB report every year. Standardizing a report format including table of contents and selection of key figures and tables, preparing pre-designed graph templates for easy update, developing a standard operating procedure (SOP) to document the development process with timelines and to clarify roles and responsibilities of NTP staff/unit will be required.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To provide technical support for designing and developing an annual Tuberculosis report for national TB programme and establishing a mechanism for regular update in Papua New Guinea (PNG).
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
A. Design and develop a national annual TB report for Papua New Guinea for 2019 that documents and visualizes key epidemiological and programmatic situation for the TB programme, including progress against the national targets, in close consultation with the NTP and WHO;
B. Establish a mechanism for the NTP to be able to update the national annual TB report every year:
- Provide a set of pre-designed and pre-populated graphs and tables in excel that can be easily and systematically updated by the NTP team
- Provide a report template that can be used for future updates by NTP
- Develop a SOP that defines the workflow and process with clear timeline and clarifies roles and responsibilities of each NTP staff/unit, agreed by the NTP.
C. Organize and lead at least three virtual meetings with the NTP team to:
- Discuss the development plan and understand the needs of the NTP and requirements of the national annual TB report;
- Share a preliminary version of the report and SOP and receive feedback from NTP and WHO; and
- Share a final version of the report and SOP and deliver a presentation on the overview of the report and SOP.

Desk review and analysis, and virtual meetings.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: Master’s degree from recognized university in health sciences or other related fields
Desirable: Master’s in public health or equivalent; advanced training in TB epidemiology; advanced training in data analytics
EXPERIENCE
Essential: At least three years of professional work experience in data analysis in public health or related sciences.
Desirable: Experience in conducting a TB epidemiological review mission in countries with high burden of TB
TECHNICAL SKILLS & KNOWLEDGE
Essential: In-depth technical knowledge and skills related to data analytics. Proficiency in using MS Excel with various graphic techniques and pivot table. Technical report writing and designing.
Desirable: Knowledge in TB surveillance systems with variety of platforms.
LANGUAGES
Excellence in communication and writing skills in English.

This assignment will be done remotely. Meetings should be held in Asian time zone.
