Background The Special Tribunal for Lebanon (STL) located in Leidschendam, The Netherlands, is seeking information for possible solutions available in the market for real-time captioning / transcription software (speech to text) This RFI is issued with the objective of discovering the types of software systems available on the current market. This RFI does not constitute a solicitation. STL would appreciate interested vendors to provide details of their available options. Refer below for requirements. All information provided by the Vendors will be treated confidentially by STL. Introduction to STL The STL was established by an agreement between the United Nations and the Lebanese Republic pursuant to Security Council Resolution 1664 of 29 March 2006 and inaugurated on 1 March 2009. The STL’s headquarters are in Leidschendam, The Netherlands, with an office in Beirut, Lebanon.The primary mandate of the STL is to hold trials for those accused of carrying out the attack on 14 February 2005, in Beirut, which killed 23 people, including the former Prime Minister of Lebanon, Rafiq Hariri, and injuring many others. All relevant information can be found on http://www.stl-tsl.org The official languages of the STL are English, French and Arabic. Overview of Requirements The STL requires a Transcription Software (“TS”) that would provide speech-to-text capabilities for contemporaneous distribution. The TS should have to be adaptable to a courtroom setting with multiple participants speaking in Engish and French or Arabic The software currently used by the STL for court transcripts distribution is ‘Transcend’, manufactured by LegalCraft (Transcend is compatible with Windows operating system; standard PC hardware is sufficient to run Transcend; all CAT software/hardware is compatible with Transcend, as long as the CAT machine sends out data to CaseView or to Bridge Protocols; it is compatible with Case CatalystPreference). Therefore the Transcription Software should be compatible with Transcend Software, as Transcend software allows distribution to the participants in a real-time and allows them to mark and annotate the text in the manner they are used to. The STL courtroom has a sophisticated audio-visual recording system • The TS should provide text in a near to the real-time court reporting services fashion. • The TS should be able to use this feed as the source for the text. • The TS should provide at least 90% accuracy for both English and French. • An asset to a system solution: TS that could learn and improve accuracy over the time. • The TS should allow for the uploading of a dictionary (especially for proper nouns, like names of individuals and places, and legal terms). • An asset to the system solution: Preference would be given to the TS, which allows for the intervention of a scopist available onsite, who could improve accuracy. Vendors may submit responses to this Request for Information for Software solutions that provide speech to text in the English language, French language or both languages.
