This tender is for the supply of Armoured Vehicles for multiple destinations worldwide.
UNOPS wishes to establish non-exclusive Long Term Agreements (LTAs) with more than one vendor and to display the awarded units in electronic catalogues on UN Web Buy Plus (http://www.unwebbuyplus.org) allowing UNOPS clients to order without further tendering.
Bid documents must be submitted via UNOPS eSourcing System (see below), AND all Technical Specifications and Prices must be entered in the Internet-based UN Web Buy Plus Tender Portal (see 'Scope of bid' in the section 'Particulars').

New clarification added: Question 68: There is an xls file annex with the spare parts price which should be fill in. But in UNWEB BUY should be upload as an ordinary optional or how should be proceed for each lot since there is not an extra part for this item? Clarification 68: Please fill in the Spare Parts list for each vehicle offered and submit with your Bid. The spare parts kits may also be entered in UN WEBBUY PLUS as an optional item with the relevant price. Question 69: The ballistic certification where should be upload? From point 61 it was not clear. Clarification 69: This certification is not required with the Bid Submission. UNOPS will contact relevant bidders individually and request this certification during the technical evaluation stage (i.e after the Bid submission deadline). Note: Apologies that we erroneously numbered two separate Question/clarifications number 61.Question 70: If in the moment of the vendor confirmation our company intended to submit to all the lots and now we only go for some of them and we indicated so, will it be any problem?Clarification 70: This is not a problem.Question 71: From the clarification 36 we understand we should upload in UNWEBBUY the prices for the optional and spare parts but we should have individual price for the armour car and individual price for each optional. New clarification added: Question 67: When we compleate the document Drive Supplier Sustainability Questioner there is a part where needs to be compleating with the Un Global Compact details. In that part, there is request to be answer as compulsory. We understand that the compulsory answer are to be "yes" or "No" but doesn`t request to be a part of Global Comapct. Could you clarify it? In another hand the signature of this document could be by printing or only by marking the last cell it is fine? Clarification 67:1. Yes / No is compulsory, not the participation of Global compact.2. Please do not scan and sign the document, it must be returned as an excel document. If you have an issue with cell F83, please refer to previous Clarification 31.

New clarification added: Question 64: Regarding to Section II Schedule of Requirements Warranty and Local After Sales Representation, ‘‘. The bidder or manufacturer of the armored vehicles shall have local representation for after-sales as a minimum in 3 of the 4 key countries: Afghanistan, Iraq, Syria, and Somalia’’; we are preparing this tender with global brand, however, they haven’t got any dealer or distributor in these countries. Two countries are our neighbors. We can provide mobile service or we can make a contract with any local service when we win this tender. Is there enough to provide this condition?Clarification 64: Local representation as stated in Section II Schedule of Requirements is necessary and a document confirming this is a mandatory requirement (refer to Checklist). Please also refer to Clarification 41.Question 65: Regarding to evalution criteria stage qualification criteria ‘’2.1 Bidder should be in continuous business of manufacturing / supplying products similar to those specified in Section II: Schedule of Requirements during at least the last five years prior to bid opening.’’ Does this apply only to the armored vehicle? Welding procedure test. Part 1: Arc and gas welding of steels and arc welding of nickel and nickel alloys” or equivalent. 3) Documentation of qualifications of NDT personnel. NDT personnel must hold certificates according either to: EN 473 “Non Destructive Testing. Qualification and certification of NDT personnel.” General principles - or according to ISO 9712. “Non Destructive Testing. Qualification and certification of personnel”. Or equivalent.’’ We are preparing this tender with global Manufacturer of vehicle and they have same standard for armoured vehicle and standards contain same content. Is manufacturer’s standards sufficient for this situation ?Clarification 66: The certification stated above and stipulated in the Technical Specifications, or equivalent, is mandatory. Bidder must forward copies of the certification and UNOPS will evaluate and decide if it is adequate.

New clarification added: Question 62: On point C.Delivery requirements it is exposed that the delivery times above 8 weeks to FCA delivery will not be accepted. We understand that for the LHD model will be not problem this timeline, but in case of the RHD models......could you consider some more weeks for the delivery since this configuration on the vehicle it is not easy to have it at any time? Clarification 62: UNOPS has not encountered problems from vendors to supply RHD AV's within 8 weeks. As AV's are often urgently required, delivery time will remain max. 8 weeks for both LHD and RHD vehicles.Question 63: May it kindly be clarified that Category 33 SWL VR7 Station Wagon / SUV Low Spec base vehicle can be TLC 200 basic version instead of TLC70s series?Clarification 63: There are no specific requirements for specific makes and models. Hence if the vehicle specifications are with the requirements, then yes. Some basic TLC200 comes with 132kW/177 HP and manual transmission.

New clarification added: Question 61: When you need to complete the price of each vehicle in UNWEBBUY website, you are requested to fill in 2 dates: "Valid from" and "Valid to". Does this mean that the "Valid from" should be the date of the submission or the date of award contract? Valid to: should be according with the clarification 39:" valid 12 months from the date of issue of the contract" but since we do not have the exact date, what date is the correct one to fill? or better said, which is the date when it begins to count the validity of the price? Clarification 61: UNOPS' intention is to enter into LTAs with prices fixed for the first 12 months and then allow a price adjustment for the subsequent 12 months. To clarify the price validity date, the following dates would apply for the first 12 month period: Price Valid from: 1 August 2020Price Valid to: 31 July 2021Please note that this Clarification 61 Replaces and Overrides the earlier Clarification 11 (shown below)Question 11: Will this supercede the previous LTA?Clarification 11: The intention is that the new LTAs will come into effect when the existing LTAs expire (mid October 2020) (NO LONGER VALID - REPLACED BY CLARIFICATION 61)

New clarification added: Question 61: I did not see an area to upload the ballistic certificates for the materials and VR7, does that mean they are not required as part of the bid submission?Clarification 61: Thank you for pointing this out - it was an omission, these certificates are required for the technical evaluation. Rather than make a further amendment at this stage, the certificates will be requested from Bidders during the technical evalution period. UNOPS will require certificates from the testing of the steel and glass that is used for construction of the ballistic protection. For the VR certification UNOPS will require certificates for each certified vehicle offered: Tested and approval obtained for armoured vehicle in accordance with BRV1999VR6/BRV2009VR7 or equivalent for complete vehicle (for B7 it will be BRV2009VR9).

New clarification added: Question 60: In annex IV SPARE PART KIT it is exposed the following sentence: "This suggested Spare Parts Kit is a minimum kit and should be reviewed and further developed by manufacturer's spare part specialists, if required. "So, we could understand that we could change this spare part list according with the needs of the vehicle? We are asking this item because the manufacturer of the basevehicle is giving also aditional spare parts which are not included in this list and suits better to the etire needs of the food funcionality of the entire vehicle. Also, we understand we could provide a global price for the entire spare part list. Could you confrim this aspect? Clarification 60: The spare parts kit must include the items mentioned in Annex IV, however if there are parts that are not relevant to a specific model due to the construction of the vehicle, it can be omitted. We encourage the bidder to add relevant spare parts in addition. The bidder must provide a price valid world-wide.

New clarification added: Question 58: Please elaborate on the requirement for "Provision to prevent front screen from being sucked out as a result of a blast attack" as part of Annex II - Technical Matrix applicable to all vehicle modelsClarification 58: There have been attacks where the front screen has been sucked out on AV's by the vacuum created by a blast, which leaves the occupants in a very vulnerable and dangerous situation. Measures, which are up to the vendor to create, must be included to prevent this to happen. UNOPS reserves the right to request construction details and drawings on this matter if required. Question 59: Can you please clarify what exactly does local representation entail? c`an a subcontractor act as a local representer? Clarification 59: Yes it can be subcontracted provided the subcontractor is capable in working on armoured vehicles, including having qualified mechanics/engineers and certified welders as per the requirements in Technical specifications. It is also a precondition that the subcontractor holds a stock of frequently used spare parts such as suspension and brake parts, filters, belts, bulbs, lubricants, fuses, tyres and is swiftly supplied with original spare parts from the supplier.

New clarification added: Question 56: As we are currently in an ongoing certification of ISO 14001, will it be possible to submitt that after contract award ? Certification for such is time consumingand a vendor has no influnce on that, even a perliminary certificates that is valid for 6 months is not to achive. As this is a pass/ fail creteria, it is important to know your final judgment on that before commencing further work on the solicitation. Thank you .Clarification 56: In consideration of UNOPS' Sustainable Procurement framework the ISO 14001 certificate is a mandatory requirement at the Bidding stage for each of the production sites where offered armoured vehicles originate from. As mentioned in the question, this is a Pass/Fail criteria.Question 57: in Form B: Submission Bid the following has to be filled out and declared: a. New clarification added: Question 53: If a vendor does not offer one of the mandatory options, does that mean they will be disqualified? Clarification 53: Mandatory options MUST be offered to avoid disqualification - this is to ensure that at least some option costs are taken into consideration in the financial evaluation. The particular options that UNOPS nominated as mandatory were chosen because it was expected they would be available from all manufacturers. Question 54: For the B7 CIT category 43, could we offer a vehicle that has an internal height of 109cm? Clarification 54: Height must be min. 120 cm as stated.Question 55: I would like to confirm that the LTA does not have a category for B6, VR7, B7 SUV with Petrol Clarification 55: Due to low demand for petrol units in the past, the LTA will not include petrol AVs. Should a UNOPS client request a petrol AV, this may be considered at the time as a deviation model on a case-by-case basis subject to price reasonableness.

Will this in anyway affect our ability to participate in this bid?Clarification 51: ISO:9001 Certification and ISO 14001 or equivalent certification is a mandatory requirement of this ITB and is a Pass/Fail Qualification Criteria.

New clarification added: Question 50: We could kindly request to extend bid closing date for 2 more weeks considering volume of tender and complications caused by COVID-19 pandemic/In order to prepare the documents better we wish to postpone the deadline to 29 May 2020.Clarification 50: An extension of one week will be granted - an amendment to the ITB will be issued shortly giving the revised deadline. There are the following statments:Opening window, (document gap) approx. 12 cm, front passenger door and Power window, passenger side. Could you clarify if this reffers to the same thing?Clarification 49: Answer: These are two different options for the passenger side which bidders may offer: the document gap has a limited opening of approx. 12 cm, while the power window, passenger side refers to a full opening as for a soft skin vehicle.

Can UNOPS please clarify what should be contained in First Aid Kit and what are the differences in the Regular? Clarification 46: UNOPS has not specified a final list of content for a regular ambulance first aid kit, but it must be more comprehensive than a standard first aid kit as supplied for a vehicle. Bidders must be prepared to provide a list of content upon request. Bidders are also encouraged to add one or more different comprehensive trauma kits as an option and provide a list of contents together with the ambulance bid - and for any of the other categories of armoured vehicles. Does the UN desire an independent AC system in the rear with separate controls or AC venting but controlled from the front of vehicle?Clarification 44: AC must be present in the patient compartment to keep a comfortable temperature of 20 C under tropical conditions. New clarification added: Question 40: UN Web Buy Plus – vehicle weight for shipping purpose. The tender requires to provide the precise measurements and weight of the armoured vehicle for shipping purpose. Please note that the weight of some models we manufactured before have changed, even with the same model codes the weight changes over time due to cosmetics changes or material tolerance.Currently, we do not have the new models in production or the level of protection is different than required by the tender document. Is it possible to enter the approximate/estimated weight of the armoured vehicle for shipping purpose and revise it when the first new unit will be ordered, before the end-user will issue a tender for shipment?Please note that the final vehicle weight depends on the additional extras ordered with the vehicle; it may also vary between the vehicles due to armour material thickness tolerance.Clarification 40: Please enter shipping measurements and weight as for the current model and change accordingly when the revised model is ready. It is however, solely the responsibility of the vendor at any time to amend and keep all data correct when awarded and included in the UNWEBBUY+ on-line catalogue, including measurements and weight info. Failure to do so may have financial consequences for the vendor, e.g. extra charges for shipping costs due to incorrect measurement and weight data.Question 41: Is there a specific form or a document to use for the local representation and after sales service requirment under the Vendor Documents? New clarification added: Question 39: Could you indicate us for how long should the price be valid? We do not see this information in the tender specification. Clarification 39: Please refer to Scope of Bid - 'Prices quoted against this ITB shall remain fixed for an initial 12 months period from the date of signature of the Long Term Agreement. The supplier will be allowed to request a price adjustment after every 12 months period subject to the UNOPS approval process stipulated in the Procurement Manual.'The bid validity period is 120 days.

Question 38: Please clarify duration of Long Term Agreement (LTA) in case of award. Clarification 38: Resulting Long Term Agreements will be for a period of three years with a possible extension of a further two years (max 5 years).

New clarification added: Question 31: Regarding the DRiVE Supplier Sustainability Questionnaire_2019_Final Version_Eng. Please note that the final declaration confirming the accurate representation of the company (cell F83) dropdown menu does not allow response yes or no to be selected, a pop-up error appears stating that this is a protected sheet and the cell cannot be changed. To make the change, unprotect the sheet. When attempting to unprotect the sheet a password is required. Please provide a password.Clarification 31: Apologies, it appears an earlier version of the questionnaire has been used in this ITB. This bug has been rectified and an Amendment will be raised and the updated DRiVE questionnaire will be available in the Documents section shortly. Alternatively, suppliers that have completed the earlier version may just write a confirmation note in the Front Page (Profile sheet). Apologies for the inconvenience.

New clarification added: Question 18: In the Lot 43 CIT B7 in point 1 there is the following statment: "Must be based on standard homologated vehicle". Could you pelase clarify what this means? Clarification 18: The CIT must be based on a standard type approved base vehicle, which has been armoured. Hence, it is not acceptable to manufacture the entire body as a purpose built unit. The reason is that UNOPS wish to ensure the highest level of quality for the base vehicle, which is best ensured by demanding a type approved make and model with a proven reliability record. We can provide you in case you need it. So please confirm us if we can bid for this or not.Clarification 17: Bidders must provide all documents stipulated in the ITB, and satisfy all requirements, to progress through the evaluation stages. A Company Registration document is a mandatory requirement in order to establish that bidders are legally incorporated in the bidder's country. The type of document may vary depending on the country but proof that the bidder is legally incorporated is required.

New clarification added: Question 16: If some of the vehicles which fulfill the requirements of some of the lots, happen to have the model discontinued or will in the close future be discontinued because of an upgrade or change of chassis model, how should be proceed? Should we submit the actual one? What will happend when is going to be made the change?Clarification 16: Bidders should enter the model for which they have technical specifications and price at the time of bid closure. If the offered model is upgraded or subject to a model change, it is possible to reflect this during the life of the LTA. This can be carried out either at the 12 month interval price revision or in between, provided justification for any price increase is provided demonstrating value for money for UNOPS.

New clarification added: Clarification 14: As stated in the ITB, quantity discounts will be taken in to account in the Financial Evaluation. However, the interval 2-10 units is hereby amended to the more approporiate 6-10 units for evaluation purposes. Bidders may offer further discounts at other intervals of their choice by entering into UN Web Buy Plus. An Amendment to the ITB has been created and the revised Discount Bid Form (Annex I) is visible in the Documents section of the ITB.The Evaluation method details are amended as belowQuantity Discounts will be taken into account in the Financial Evaluation.For each offered Lot, the Bidder shall enter the applicable percentage volume discount for the two quantity intervals on the Discount Bid Form (Annex I). For evaluation purposes, the percentage discounts offered by the Bidder will be applied to calculate the Bidder's average unit FCA price for each offered Lot - the evaluation price. This evaluation price is calculated by applying the offered discount to the relevant unit price for each interval (i.e. 1 unit price based on 1 unit with mandatory options, plus 1 unit price based on 6-10 units with mandatory options, plus 1 unit price based on 11+ units with mandatory options) and taking the average (i.e. the sum of the three prices divided by 3). Quantity discounts will not be applied to mandatory options.

New clarification added: During the two Q&A sessions yesterday, the following queries were raised:Question 4: Can buyers rate suppliers on UN WebBuy Plus like Amazon??Clarification 4: No this is not possible. Question 5: Regarding the Armour Material Matrix - Annex III. Can the VR7 certificate cover most of these?Clarification 5: Bidders must provide the completed Armour Material Matrix - Annex III with their bid - it is a mandatory requirement. Question 6: Should we submit our portfolio on UN Web Buy Plus and afterwards complete the ITB documents on e-Sourcing?Clarification 6: Technical details of all the products you wish to offer, including prices, options, delivery time etc must be entered in UN Web Buy Plus. Also upload all the other documents to E-sourcing as listed on the checklist, including the Price Schedule Form which is to be printed from UN Web Buy Plus. Question 7: There is a document checklist in UNOPS e-tender requiring 68 docs. Do we have to upload all 68 docs if we already have the products in UNWEBBUY?Clarification 7: All Bidders must submit all documents as the checklist.
