Description

OBJECTIVES

These tender aims to establish a Long-Term Agreement (LTA) with a single supplier for a minimum period of one year. The LTA will be subject to extension based on good performance and upon mutual agreement for up to a maximum of 3 years.


SCOPE

  • The contractor shall provide uniformed guards who shall be made available according to the shifts that will be agreed with the United Nations. There will be a requirement of 11 guards for the UN Building and for the UN wellness Centre split as follows: 7-day guards and 2-night guards are required for the UN premises and 1 day and 1 night guard for the UN Isolation House. Ensure safety by following accordingly standard operating procedures
  • Provide a security force that will ensure surveillance, and the patrol of the United Nations premises and its surroundings and prohibit United Nations House and the UN Isolation House against unauthorized access or acts of aggression.
  • Support the implementation of physical and technical security measures on the premises and the perimeter.
  • Maintain day-to-day liaison and coordination with the UNDSS office at each site.
  • Report any criminal incidents or disturbances occurring at or in the immediate vicinity of United Nations Building.
  • Account for UNSMS organization-owned property leaving the premises or protected area.
  • Facilitate movement within the premises or area in a manner that meets the operating needs
  • Patrol the designated premises or areas
  • Identify and report suspicious people or objects which may cause security concern; and
  • Subsequently contain or remove suspicious people or objects which may cause security concern.
  • Maintain guard post records and logs and provide accident/incident, after-action and hazard reporting.
  • Provide safety, fire, traffic and medical assistance to United Nations personnel and visitors in the event of incidents.
  • Operate operation of security technology, such as walk-through magnetic detectors, CCTV systems etc.
  • Perform security training
  • Perform other services as defined in the contract and in accordance with the Policy and Guidelines.
Access Control
Control the access of all United Nations personnel and visitors through visual inspection, including:
  • Confirming identity of United Nations Personnel and visitors through a visual check of identity documentation.
  • Monitor and operate a walk-through metal detector/X-Ray (this will only be available at the Pedestrian Gate at the UN House) which will be placed at the main entrance door and monitor movement into the building by recording visitors’ details and ensuring staff meet and receive their visitors from the reception area.
  • Movements of all vehicles getting in and out through the gate must be recorded in the register i.e. car number plates, arrival/departure time and name of the driver and the driver must sign the register.
  • All staff and visitors screened for Covid19 when required (checking temperature and sanitizing).
  • Ensure restricted access passes or badge are visibly displayed by staff and visitors.
Patrolling
The service provider shall monitor the perimeter and exterior of the building through the physical conduct of roving patrols during the hours of darkness to detect and prevent unauthorized access to the premises
  • The guards shall have the responsibility for security of the buildings and all official and private automobiles/vehicles as well as for the customers parked within the premises.
  • Surveillance Detection: The service provider shall report and record any occurrences of suspicious behavior by pedestrians or vehicles either outside or in the immediate vicinity of the United Nations Building.

EXPECTED OUTPUTS & DELIVERABLES

The following shall be the required tasks;

  • All security guarding services under these Terms of Reference must be fully operational on a continuous basis, 24 hours a day, 7 days a week, 52 weeks a year (24/7/52).
  • The service provider is responsible for ensuring that the service is continuous, and that replacement or relieving guards are deployed immediately to cover sickness or absenteeism.
  • The UNDSS office must be informed 24 hours in advance should security guards be replaced or rotated.
  • Installation of Guard post procedures.
  • The service provider shall ensure that every site is visited regularly, and that adequate supervision is provided.
  • Provide electronic monitoring system for night guards. GPS system or gem point system with reports provided to the UN Security.
  • Daily and night patrols should be provided twice per each shift.
  • An inspection/review of the following should be conducted daily/weekly/monthly, as appropriate/necessary with the intent of discussing all findings with the private security company in regularly scheduled monthly meetings. Monthly meetings and discussions of the topics below should be recorded and maintained as part of the contract file. Reviews should include, but are not limited to:
    • Verifying that Guards are carrying required equipment.
    • All equipment is functional (both UPSS provider furnished and UNSMS furnished).
    • Physical condition of the posts is satisfactory, Continuity of personnel (i.e., limited rotation of guards).
    • All posts filled as outlined guard schedule in the SOW.
    • Conduct of all guards reflects that required in the SOW and guard orders.
    • Guards respond appropriately to spot checks regarding their post orders and emergency drills.
    • Guards respond appropriately to actual situations arising on duty.
    • Security logs are complete, accurate and maintained in accordance with the SOW and guard order.
