Description
1. United Nations Procurement Division (UNPD) seeks Expressions of Interest (EOI) from qualified retail electricity suppliers for the supply of all electricity supply commodity components to the United Nations Headquarters in the Consolidated Edison (ConEd) New York service territory with the intention of prequalifying suppliers for a later solicitation. 2. Suppliers who are successful in this EOI/prequalification exercise (see Specific Requirements below) will be invited to participate in the upcoming solicitation (sealed-bid auction) for the provision of renewable electricity supply at UNHQ in NY. The sealed-bid auction shall be hosted by Enel X Advisory Services USA LLC on behalf of UNPD. GENERAL REQUIREMENTS: 3. It is envisaged that the successful supplier will supply the full requirements of such electricity for the entire contract term. All quantities required to be supplied to the UN facilities shall be considered firm requirements ('firm' means electricity supply that will not be interrupted unless such interruption is due to Force Majeure) for delivery by the supplier to the Delivery Point. 4. The following is a list of service locations to be included in the upcoming solicitation with estimated annual usage totals of 35,566,955 kWh (estimated annual kWh usage based on 2023/2024): a. UNITAR (345 E 45 ST ENT): Account # 33574650009, annual usage 80,993 kWh b. Albano Building (305 E 46 ST ENTM): Account # 42700360003, annual usage 2,113,170 kWh c. Main Campus (425 E 42 ST ENT): Account # 53765920003, annual usage 33,211,592 kWh d. UNITAR (343 E 45 ST STOR ): Account # 81001630003, annual usage 161,200 kWh 5. During the upcoming solicitation, suppliers will be requested to submit proposals for Product 1 and Product 2. The pricing in response to the solicitation shall incorporate the following components: a. Included in Contract Rate for term of contract (Contract rate is NOT adjustable) - Forward Energy - Forward Reserve - Capacity Costs - ICAP Tag - Capacity auction / settlement prices - Locational Price Differentials (Congestion) - Line Losses (Priced at Metered Usage) - Reliability Must Run (RMR) - Transmission Service Charge (TSC) - Auction Revenue Rights (ARR) Credits - Financial Transmission Rights (FTR) - Supplier Margin - Balancing & Congestion Costs - Scheduling - Fuel Costs - 100% Renewable Energy Certificates (RECs) Solar, Wind, or Hydro b. NOT included in Contract Rate ("Passed Through at Cost with no markup") - New York Renewable Energy Standards (RES) compliance costs - NY Tier 1 & Tier 2 REC Program Costs - NY Zero Emission Credits (ZECs) - Tier 4 RECs, Offshore Wind RECs (ORESC) - Transmission Owner Transmission Solution (TOTs) - Public Policy Transmission (PPT) costs - All Ancillary Costs including Services & Independent System Operator (ISO) costs, operating reserves, and ISO administrative fees AND NYPA Transmission Adjustment Charge (NTAC) - NY Transmission Owner Transmission Solution (TOTs) a. During the solicitation, suppliers will be requested to submit pricing for 12, 24 and 36 month terms. 7. The service shall commence on a Meter Reading Date in October 2024. 8. All billing will be under Dual billing with 30 days net payment terms. To confirm, the UN is exempt from Gross Receipts Tax (GRT) and this shall not be a price component.
