New clarification added: Dear Bidder,Please see our reply below.1. Does ETP have a view of the no. of pilots to be undertaken and specific products?- The bidder must follow the instruction from TOR, and be able to explain the rational to choose the sectors/products to be piloted.2. Given the necessity to use third-party data as part of the pilots to assess product footprints, we would like to know if ETP will obtain license to such databases? The reason, third-party database providers do not allow sharing of product emission factors unless a sub-license cost is paid / end-user has their own license.- ETP and MONRE will have to validate/verify all data and it is required that whatever bidder provide, ETP and MONRE will be able to access to. The bidder should be able to provide a proposal with all fees included for MONRE and ETP to check the database. A hard condition for the data collection: all the data and database accessed/obtained by the cosultant must come from official open sources and certified as public sources by the government. ETP/UNOPS don't access and don't encourage implementing partners to access confidental and illegal data by any mean. The implementing partners are fully responsibile for the data that they use for their analysis.3. Would we be required to share the reports on the pilots with wider stakeholdes beyond the participating industry, ETP and MONRE? Will the pilot reports be published externally?- The deliverables including the pilot reports must be shared with participating industry, ETP and MONRE and other external stakeholders according to MONRE instruction. The bidder should be able to provide a proposal with all fees/licenses included if required.Best regards,Sakuna

New clarification added: Dear Bidder,Please see our reply below. Dear Madam/Sir,Section 1 of the Qualification Criteria states that each member of the JV “should have a minimum of 5 years of continuous experience in delivering similar projects with government agencies or multilateral organisations in the past with a track record of success.” Afterwards, it lists four bullet points that significantly restrict the scope of what is considered relevant experience.In the case of a JV presenting Company A (leader) having experience working with government agencies/ multilateral, organizations/ UN organisations for which similar services have been successfully provided (but not in Vietnam) and Company B having experience in similar projects in Vietnam specifically, could you confirm that such JV would be considered eligible and would move forward in the evaluation? - The correct qualification criterion is as follows: The company should have a minimum of 5 years of continuous experience in delivering similar projects with government agencies or multilateral organisations in the past with a track record of success. In case of JV/ consortium, the JV/ consortium companies as a whole should fulfill the requirement.Kindly note that we are amending the tender document to ensure the same is reflected in the e-sourcing platform.Best regards,

Thank you.Can you please confirm that a company set up in 2023, having one financial year closed (2023), can be leader of a consortium, provided that the financial criteria are fulfilled, at consolidated level by the consortium as a whole, for the 2 last years?- Yes, there is no restriction on which company to be a leader of consortium even if they have only been established in 2023, however, UNOPS would remind bidder to also check other qualification criteria which will be used to assess the qualification of the bidder.Best regards,

Thank you.Regarding the position for Key Expert 5, the ToRs state it should be covered by a "Stakeholder engagement expert/Communication expert", whereas in the file Annex 1 - Detailed Personnel Proposed it's for a "Legal expert". Could you kindly clarify this discrepancy?- It is the communication expert. "Legal expert" is an error typo. Please refer to TOR.Best regards,
