The United Nations Office for Project Services (UNOPS) is pleased to invite prospective bidders to submit a proposal in accordance with the requirements and process as set out in this Request for Proposal (RFP).
The RFP consists of the following:
· Form A: Joint Venture Partner Information Form
· Form B: Proposal Submission Form
· Form C: Financial Proposal Form including narrative explanation for Lot 1, 2 and 3
· Form D: Technical Proposal Form for Lot 1, 2 and 3
· Form E: Format for Resume of Proposed Key Personnel
· Form F: Performance Statement Form
· Section V: Contract Forms
· V-1: UNOPS General Conditions of Contract
· V-3: UNOPS sample contract for professional services
· Copies of certificate of registration/incorporation
· Copies of annual financial statements or Tax certificates or contracts/invoices
· Organization’s profile with details of the relevant experience
· Composition and structure of the team proposed. CVs of key personnel proposed
· Copies of at least three reference letters/contracts from previous projects in last 3 (three) years in similar area
· Copies of procedures for health and safety policy OR detailed procedures on OHS/EHS including conducted trainings OR formal policy in place including an action plan and procedures / ISO 45001 or equivalent.
· Copy of a practical plan (or demonstrate experience) for implementing gender mainstreaming activities during the execution of the contract from planning to closure. The plan should relate to the gender equality goals or the dedicated action plan.

New clarification added: Dear Sir/Madam, In, the section Evaluation Criteria – “Qualification Criteria” we are requested to submit at least three reference contracts/letters from previous projects in similar area whereas in the section Evaluation Criteria – “Technical Criteria” we must submit at least three reference letters.Does it this mean that regarding the Technical Criteria, contracts are not considered as valid? If we were to issue only contracts and not letters, we would be able to pass the Qualification Criteria but not the Technical Criteria, is that right? Finally, what is the practice regarding current contracts for which we have no letters of reference? Dear Sir,Please note that under the qualification criteria, we evaluate whether the company is qualified or not for the current task; hence, we request at least 3 (three) projects/contracts during last 3 years (on the date of proposals opening) of experience in consulting organisations on strategic planning, institutional development and organisational management related issues in the area of emergency management, and/or civil protection and/or disaster risk reduction and/or crisis communication as the proof of previous experience.As for technical criteria, section 1: Offeror’s qualification, capacity and expertise the requirement is more specific - Relevance of specialized knowledge and experience on similar engagements including experience in Georgia or the region if any. The same documents can be considered for qualification as well as for technical evaluation though in qualification, experience in Georgia is not requested while under technical criteria there is a request for experience on similar engagements including experience in Georgia or the region if any, that will be evaluated with pre-defined scoring. It is possible that the supplier provides the same as well as different contracts and reference letters for qualification and technical criteria. It is up to the supplier to decide how to proceed. Both, contracts or reference letters can be used for qualification as well as technical evaluation.Thanks and regardsProcurement Team

The bidder company will be responsible to cover all travel and accommodation costs for the Consultants (experts/trainers/Local Support Officer/-s). Thevenue will be selected by UNOPS. The positions indicated in the table are provided as an example. New clarification added: Dear Sir,Please find the below answers to your questions:Subject : Proposals in LotsWe understand that offerors shall submit 3 proposals (one per Lot). It’s not clear if it is possible to submit an offer for only one Lot or 2 lots. Or if it is necessary to submit 3 offers for the 3 Lots.In case an offeror submits 3 offers for the 3 Lots: is is possible to be awarded one Lot and not the others?Section I. 14 Partial proposals it is said “Proposals offering only part of the requirements may be rejected…” - It is possible to submit an offer for only one, 2 or all three lots. the three lots are considered as three different tenders. We have separate forms C and D per lot for Financial and technical proposal. Together with the forms three separate team composition should be provided – one package per lot. We will evaluate all the experts/trainers that the bidding company will propose and that will be engaged in the activities. Key experts are the ones who are going to be scored though we will evaluate the pool of experts that will be proposed by the bidder company.It is possible to award the bidder company with only one, 2 or all three lots. Subject : LOT 1 fire safety standardsRegarding the 2 trainings on international fire safety standards:We understand that Georgia is applying the NFPA standards: but are the offerors obliged to provide training on these standards that are different from the EU standards? - As a usual practice the training content will be closely discussed with the stakeholder and adjusted to the stakeholders' needs before finalization. It is expected that the company can offer best practices from both - NFPA and EN. Subject: project teamIs it possible to have a Team leader covering the 3 Lots? - One team leader position is envisaged per lot. If the company plans to apply for more than one lot it is up to the service provider to suggest one team leader covering all lots (they apply for) or one team leader per each lot. New clarification added: Subject: Performance Security Form (Bank Guarantee).Can you please inform us if the Performance Security Form (Bank Guarantee) is mandatory for the submission?Thank you.Dear Sir,Please note that performance security is not mandatory for the submission. It will be requested only from the awarded supplier according to the following: A performance security will not be requested for the case when different lots are awarded to different suppliers resulting from this RFP; however UNOPS reserves the right to request a performance security in the value of 5% of the total contract amount for the case when all three lots are awarded to the same supplier.Performance security shall be required from the awarded Bidder in the amount of 5(five)% of the total Contract amount, in the form of a Bank Guarantee as set out in the document titled Section IV: Contract Forms which is available in the Documents section. To minimize Credit Risk, UNOPS will only accept Bank Guarantees from Banks or other Financial Institutions with a minimum Long Term Credit Rating of BBB- with Standard and Poor’s, a minimum Long Term Credit Rating of Baa3 with Moody Investor Services, or a minimum Long Term Credit Rating of BBB- with Fitch Ratings. Any Bank Guarantee issued by a financial institution with a credit rating below the outlined credit ratings will require prior validation from UNOPS.Performance security shall be furnished within 30 (thirty) ays after receipt of the Contract from UNOPS. The Performance Security shall be discharged by the Purchaser and returned to the Supplier not later than thirty 30 (thirty) days following the date of Completion of the Contractor’s performance obligations under the Contract. The form mentions the supply procurement whereas we will only deliver service and have not been involved in any supply contract. Form F: Performance Statement Form is used for both, for goods and services.
