New clarification added: we would like to ask the clarification as below: 1. The description says "Self-propelled unit on motorized castors", so it should be the electric-assisted MDR, not the manual MDR, right? If yes, any special requirements for the battery of the equipment pls?2.In the accessories, would you please kindly explain the application of online inverter? We hope to know more about the specification of this inverter. AnswerDear BiddersSelf-propelled unit was chosen to ensure maneuverability without compromising x-ray output. The unit should be able to produce all necessary x-ray exposures independent of an outside power source without recharging. Battery requirements were mentioned previously At least 300 number of exposures @ 100 kV and 20 mA at full charge. We refer to a device that can protect the X Ray and to guarantee stability and viability of the AC when the X Ray is connected to the city grid especially when network conditions are uncertain or disturbed

New clarification added: technical specifications of this equipment are requested: 1) A self-propelled unit with motorized casters with telescopic column for positioning the tube head unit We would like you to consider alternative/equivalent technological solution with fully counterbalanced articulated tube arm, that make possible to obtain the same final results. 2) Number of places for detectors of at least 43 X 43 cm: At least 3 We highly recommend you to consider a configuration with one single wireless flat panel detector 43x43 cm format. With this configuration the end users can receive a versatile solution, that make possible to perform all the examinations for the intended use of the mobile DR device, and more competitive compared to a mobile DR unit with n°3 wireless flat panel detector. With one single flat panel detector, the best way to store the detector and keep it safe during motorized transportation is to have a dedicated single slot docking station where the detector fits perfectly in it.We would like you to consider a single slot docking station for safe positioning of the flat panel detector during transportation. 3) Tube movements of: Z axis rotation: +/-180 minimum and X axis rotation: +/-180 minimum. Making reference to request for clarification 1), in order to consider also equivalent technological solutions, such as fully counterbalanced articulated tube arm, it would be required to accept a wider range of tube movements and rotation and in particular :Rotation of the tube column around vertical axis 180° (+/-90°)X-ray tube rotation -90°/180°X-ray tube frontal rotation 90°Which are standard values, available among many brands and that make possible to obtain the same final diagnostic outcome 4) The value and parameter of the battery, Energy capacity, mAs @ 80 kV= 20,000 minimum has no useful significant value. The battery capacity is physically measured in Ah ; the request of ‘’ mAs @80 kV=20,000’’ makes difficult to compare the different proposals coming from different manufacturers. We highly recommend to require for a battery capacity ≥ 40 Ah 5) 3 detectors to be delivered per device: 1 small detector of at least 24 x 30 and 2 large detectors of at least 43 x 43We highly recommend you to consider a configuration with one single wireless flat panel detector 43x43 cm format. With this configuration the end users can receive a versatile solution, that make possible to perform all the examinations for the intended use of the mobile DR device, and more competitive compared to a mobile DR unit with n°3 wireless flat panel detector, especially because this technical requirement is asking for n°2 identical 43x43 cm detectors.6) Internal memory of the flat panel detector: minimum 1000 images With wireless communication between the flat panel detector and the mobile DR unit the acquired images are immediately transferred to the mobile DR device; this make useless to have such an extended internal flat panel storage memory. We kindly ask you to evaluate flat panel detectors with an internal memory of 200 images that is more than sufficient for its standard use. 7) At the level of image processing Considering that examinations with a mobile radio are preferable without a grid, the process of removing the grid pattern remains unnecessary. It would therefore be more relevant to accept the proposals without the grid pattern removal process. 8) The standard voltage and relative humidity tolerance values for all major brand and internationally renowned manufacturers are 230Vac ± 10% and 20%-80% respectively. It would be preferable to accept this Value instead of the values of 230Vac ± 20% and RH 15–90% requested in the tender.Answer Dear BiddersAccepted if it has the same function 2 detectors of 43x43 cm instead of 3 are considered. 1 main detector of 43x43 and a second detector will be required for backup purposes. Accepted, Tube movements of: Z axis rotation: +/-90 minimum and X axis rotation: +/-90 minimum. The technical specifications will be amended to consider min +/-90 in place of min +/-180At least 300 number of exposures @ 100 kV and 20 mA at full charge. 1 single main detector of 43x43 is requested. A second one is only requested as back up spare partThis requirement has been removed in the amended document of specificationsYes, accepted, with or without process of removing the grid pattern.Accepted, 230Vac ± 10% and 20%-80%The document of specifications will be amended

New clarification added: could you please kindly clarify share your clarifications to the below points?1) Self propelled motorized wheeled unit with telescopic column for positioning the tube head unitWe would like you to consider alternative/equivalent technological solution with fully counterbalanced articulated tube arm, that make possible to obtain the same final results.2) Tube MovementRotating tube movement , Horizontal, verticalZ axis rotation: +/-180 minimumX-axis rotation: +/-180 minimumMaking reference to request for clarification 1), in order to consider also equivalent technological solutions, such as fully counterbalanced articulated tube arm, it would be required to accept a wider range of tube movements and rotation and in particular :Rotation of the tube column around vertical axis 180° (+/-90°)X-ray tube rotation -90°/180°X-ray tube frontal rotation 90°Which are standard values, available among many brands and that make possible to obtain the same final diagnostic outcome 3) BatteryEnergy capacity, mAs @ 80 kV = 20,000 minimumThe battery capacity is phisically measured in Ah, ’’mAs’’ is instead a radiological parameter ; the request of ‘’ mAs @80 kV=20,000’’ makes difficult to compare the different proposals coming from different manufacturers. We highly recommend to require for a battery capacity ≥ 40 Ah 4) Image processing Dispersion Correction, Contrast Processing, Dynamic Range Compression, Noise Reduction, Multi-Frequency Processing, Grid Pattern Removal Process, Automatic Exposure Field Recognition. Please consider that with mobile DR unit for the vast majority of exams performed the anti-scatter grid is not necessary. In fact there’s no request for an anti-scatter grid. This make not useful to have a “grid pattern removal process” and for this reason we kindly ask you to evaluate proposals for mobile DR without this feature 5) Nominal voltage: 220 VAC, 1 phase Voltage tolerance: 230VAC ± 20%Nominal frequency: 50 Hz ±2 HzAutomatic line-voltage compensatorCapable of operating continuously in ambient temperatures of 10–40 °C and RH 15–90% The standard voltage and relative humidity tolerance values for all major brand and internationally renowned manufacturers are 230Vac ± 10% and 20%-80% respectively. It would be preferable to accept this Value instead of the values of 230Vac ± 20% and RH 15–90% requested in the tender.Answer Dear Bidders1. Accepted if it has the same function 2. Accepted, Tube movements of: Z axis rotation: +/-90 minimum and X axis rotation: +/-90 minimum. The technical D will be amended to consider min +/-90 in place of min +/-1803. At least 300 number of exposures @ 100 kV and 20 mA at full charge.4. New clarification added: Specifically, I would like to request clarification on the following point:The document states that "➔ 3 flat panel detectors to be supplied per device 1 small at least 24 x 30 and 2 large at least 43 X 43." However, there seems to be an inconsistency in this requirement. Typically, for mobile X-ray devices, only one flat panel detector is needed. For instance, in the case of CR systems, which utilize plates for imaging, it is understandable to require multiple plates to cover different anatomical areas. However, with DR flat panel detectors, which offer a larger active imaging area, a single detector is often sufficient.Furthermore, requesting 43x43-inch flat panel detectors for a mobile X-ray device might not be the most practical choice. The larger dimensions of these panels can make them significantly heavier and bulkier, which could hinder the portability of the device. In light of these considerations, I would kindly request that you review the specification for the flat panel detectors and confirm the actual requirement. If possible, please provide more specific details about the intended use of the detectors and the reasons for requesting three detectors per device.Furthermore, We have our local dealer in Accra, Ghana who will take care of the installation and training part. Please let us know if that will suffice or do we need to have a local dealer in Togo only.Answer1. 2 detectors of 43x43 cm instead of 3 will be considered. A second detector will be required as back up . The document of specifications will be amended2. We are referring to the number of 43x43 cm cassetted stored instead of at least 3 you can consider at least 1. The document of specification will be amended3. Yes, it is acceptable, as mentioned in criteria, the bidder or producer of the medical device must have a representative or partner in the country or at the region for after sales services and preventive maintenance services. However, in case the local representative is located in the region and not exactly in Togo, the supplier must ensure the diligence of services throughout the use of the equipment by undertaking to establish a partnership in Togo, in the event of a contract being awarded.

New clarification added: Questions : I am writing to seek clarification on the specification outlined in the document titled "Section III - Annexe de Soumission à renvoyer - ITB-2023-49245."Upon careful review,we see an inconsistency in the number of flat panel detectors requested. It is requested, "➔ 3 flat panel detectors to be supplied per device 1 small at least 24 x 30 and 2 large at least 43 X 43," whereas the advantage of DR flat panel detectors , unlike CR systems with plates, is that you need only one flat panel detector.Additionally, we believe that requesting 43x43-inch flat panel detectors for a mobile x-ray device may not be the most practical choice. The dimensions of 43x43-inch panels can make them significantly larger and heavier than what is typically suitable for mobile x-ray devices. We appreciate your attention to this matter and are at your disposal to discuss any further details or provide any additional information you may require to proceed effectively.Answer 2 detectors of 43x43 cm instead of 3 will be considered. 1 main detector of 43x43 and a second detector will be required for backup purposes. The document of specification will be amendedAs mentioned in the technical specifications, 43 X 43 is requested

New clarification added: Question1. As per bidding documents, it is stated that “Self-propelled unit with motorized casters with telescopic column for positioning the tube head unit”, We would like to know if only accept telescopic columns pls? Our multi-joint folding arm structure can also solve blind spots in clinical photography. Hope you can consider. 2. For the Flat panel detector, the bidding document requires “Internal memory of the flat panel detector: minimum 1000 images”, but normally for Digital X-ray there is no need to save images on the FPD, which is different from the cassette-type X-ray. If I may ask will this requirement be changed pls? The descriptions are translated into English.Answer : Dear bidders1. Yes, multi-joint folding arm structure can be accepted if it has the same function 2. This requirement will be removed in the amended document of specification
