Description

The WFP Programme Cash-Based Transfers division and Finance division (FINB unit) seek to establish a global long-term agreement to allow country offices to purchase the services of a payment aggregator with a strong global reach and the ability to transfer funds through one portal to multiple recipients with bank accounts,mobile money, and/or prepaid cards.

For this EOI - Payment aggregator is defined as an organisation that offers two primary services:

  • Integration, where they connect the systems of payment service providers to third party systems, and hence can perform bulk payments from one channel to multiple payment service providers, and
  • Value-Added-Service such as notification of successful payments, reconciliation, and receipts. At any given point, an aggregator is integrating the payer (e.g., WFP), the payee (recipient of cash assistance) and the payment service provider (e.g., MNO or Bank).

Private sector entities that fulfil these mandatory requirements will be considered eligible:

  • Registered and incorporated as payment aggregator (private or public company) or a company operating in the financial sector, mobile money sector, fintech sector, for at least 3 years.
  • Have actively worked as a bulk payments’ provider for at least 3 years.

WFP invites eligible suppliers to express their interest in providing the requested services.
