New clarification added: 11. We have strong expertise in pedagogical and educational knowledge of Georgian & IB education systems. Would we be able to go around these requirements by partnering up with some organization who fills the financial criteria & experience in years criteria and make a joint proposal, or shall all the partners of consortium proposal (as individuals) need to fill all the criteria?According to the Procurement Manual 6.5.3.4 Evaluation criteria for joint ventures: If a bidder does not have all the expertise required for the provision of the services/goods/works to be provided under the contract, such bidder may submit an offer in association with other entities, particularly with an entity in the country where the goods and/or services are to be provided. Normally, qualification criteria such as specific experience requirements and turnover requirement refer to all joint venture partners combined, whilst eligibility criteria are per each joint venture partner (non-inclusion in ineligibility lists, etc.). When a joint venture, consortium or association submits an offer, the bid submission documents, must be submitted in the name of the leading partner.

New clarification added: 10. Offeror should be in continuous business of supplying similar services as specified in the Schedule of requirements during the last 5 (five) years prior to Proposal opening. Our company has been existing since Jan 2017, so just over 5 yeas and we can not say that we have done similar projects for 5 years, but for the past 3-4 years.As per Section II - Evaluation Criteria Rev 1, in order to meet the criteria - Offeror should be in continuous business of supplying similar services as specified in the Schedule of requirements during the last 5 (five) years prior to Proposal opening - evaluation will be conducted in combination of the following requested documents: ● Certification of incorporation of the Offeror (Business Registration lisence as a proof to be in bussines for last 5 years); ● Form J: Performance Statement Form (Information on implemented similar projects) ● At least three reference letters from previous successfully implemented projects.

Offerors should have the total of annual turnovers for the last four years no less than USD 300,000. - In our particular case we have not had turnover over 300 000$ for the past four yearsAs per the Amendment #2 of the tender dated March 28, 2022, Qualification Criteria- Financial Capability has been updated as follows: Offerors should have the sum of the annual turnovers for the last four years no less than USD 200,000.

Could you clarify that if in a joint venture/consortium that the offeror can be the name of the consortium put together for the bid or is only one member?According to the Procurement Manual Revision 7., Clause 6.5.3.4 Evaluation criteria for joint ventures:If a bidder does not have all the expertise required for the provision of the services/goods/works to be provided under the contract, such bidder may submit an offer in association with other entities, particularly with an entity in the country where the goods and/or services are to be provided. In the case of a joint venture, consortium or association:All parties of such joint venture, consortium or association shall be jointly and severally liable to UNOPS for any obligations arising from their offer and the contract that may be awarded to them as a result of the solicitation process;The offer shall clearly identify the designated entity to act as the contact point to deal with UNOPS, as detailed in the appropriate returnable form/schedule. Such entity shall have the authority to make decisions binding upon the joint venture, association or consortium during the bidding process and, in the event that a contract is awarded, during the duration of the contract; andThe composition or the constitution of the joint venture, consortium or association shall not be altered without the prior consent of UNOPS. When a joint venture, consortium or association submits an offer, the bid submission documents must be submitted in the name of the leading partner.

Is there a possibility of proposing additional non-key experts, such as organizational development specialists responsible for systems development, e.g., for supporting key experts in developing a corporate model/strategy of the school, processes, standard operating procedures, etc.?Non-key personnel listed in the Terms of Reference (ToR) are for reference and are not evaluated as per Section II -Evaluation Criteria; Consultant should propose the team of non-key personnel they consider necessary for the implementation of the project

New clarification added: 4. Is there a possibility of proposing a slightly different expert team to deliver the project? We would be looking of splitting the deliverables into teams with key person and supporting people. This would mean that all the knowledge required is within the team but might be spread a little differently. This helps with ensuring there is no down time for COVID related issues or other illlnesses and cross cultivation of concept and a harmonised, holistic approach to the project.The applicant must propose the team as described in Section III Terms of Reference. The proposed Key Personnel will be evaluated based on the requirements in accordance with the Section II Evaluation Criteria.

New clarification added: 3. The Education expert to support teacher training and learning academy is meant to have a degree in curriculum & teaching education administration, education policy or other related field. The consultant we would look to manage this process has been the developer of the learning academy for the school to this stage but is not qualified in relation to their degrees. they do have 25 years of experience in education and 12 years in this specific field. They have developed and delivered multiple leading education training modules. How will experience be measured in relation to qualifications?The proposer must provide the key personnel that demonstrate the technical capacities to reach the objectives outined in Section III - Terms of Reference. The proposed key personnel will be evaluated based on Education, Experience and Qualification as described in Section III Terms of Reference .

New clarification added: 2. Could you elaborate in the evaluation criteria in relation to the pass/fail elements within the qualification criteria. Is there a requirement to pass each element or is it a guidance?All Qualification Criteria are evaluated on Pass/Fail basis, the proposer should pass all the requirements as per each criteria in order to proceed to the technical evaluation stage.

New clarification added: 1. Could you elaborate on the IT element of the design and build team for the chosen construction company. We are trying to understand how much assistance will be needed eg cabling survey & diagrams for the wifi, survey for wifi arrays?It is envisaged that the MoES/ School will have it's own IT personnel, thus the techinical assistance of IT specialist as per ToR will be limited to the education specific IT consultancy support.
