Dear Sir/Madam,
The United Nations Office for Project Services (UNOPS) in Tunis is pleased to invite prospective bidders to submit a proposal for providing Financial Audit Review of the Central Bank of Libya in Tripoli and the Central Bank Branch in Beyda.
If you are interested in submitting a proposal in response to this RFP, please prepare your proposal in accordance with the requirements and procedures as set in this RFP and submit it to UNOPS by the proposal submission deadline.

New clarification added: Question:The template for the Form J (to be uploaded to the Document Checklist tab) requires Offeror to answer the following questions:Order placed by [Full address of purchaser]Order no. & dateDescription & quantity of ordered itemsWas the supply of goods satisfactory?It appears that these questions relate to the supply of goods, rather than to the supply of services.Can you please clarify what needs to be submitted here?Response:What is applicable for the supply of goods is also applicable for the supply of services. New clarification added: Question:In Document Checklist section of Vendor Submission there is the following requirement:Document name : Certificate of incorporation proving continuous business during the last 7 yearsDocument category : Company profileDocument is : mandatoryIf a prospective Offeror is registered for less than 7 years, can it still submit a proposal?Response:If a prospective Offeror is registered for less than 7 years, it cannot submit a proposal.

New clarification added: Question:Tender Particulars state that "Offeror shall fulfil the following eligibility criteria: Offeror must be registered in a public register of statutory auditors and audit firms."If a prospective Offeror has reasons to believe that it is capable of delivering the required services for the UNOPS project in Libya, due to the experience of its employees and extensive capabilities in forensic investigative services (particularly in the banking sector), but it is not a registered audit firm, can it still submit a proposal?Response:No, "Offeror shall fulfil the following eligibility criteria: Offeror must be registered in a public register of statutory auditors and audit firms."

New clarification added: Questions:1. According to the Form F: Financial Proposal Form (Table 1), it is required to indicate the cost breakdown per deliverable/output, does this corresponds to the payment schedule as well?2. Due to the fact that the assignment will be conducted is an unsecured country (Libya), is there an implemented safety procedure for the benefit of the contractor’s team? In other terms, can the contractor’s team benefit from the status of UN staff and access to security services such as evacuation and emergency transportation, transport and escort services on the field. Or should we include in our financial offer a budget for such services?3. According to the terms of reference under the section “Scope/Framework of the Audit Review”, it is stated that the financial audit will entail a broad review of the figures of the balance sheet and the financial transactions since the institutional split in September 2014. Could you please clarify the end date of the period covered by audit?4. According to the Form G: Technical Proposal Form, : the Key personnel proposed should include a team leader, a senior expert and a junior expert. Can we propose more than one CV by profile? and can we include other profiles that could be relevant for the assignment? In both cases, will the additional CVs/Profiles be assessed?Responses:1. The payment schedule can be proposed as well.2. UNMSIL operates nationally in Libya and is aware of the logistic and security challenges. All logistical and security requirements to operate effectively within Libya should be included in the costing. UNSMIL may provide advice and can provide some logistical support including flights on the UN plane as well as in situ vehicles support provided it is on a cost-recovery basis and compliant with UN procedures.3. The end date of the period covered by the audit is 30 June 2019.4. Additional CVs can be included. However, they will not affect the technical scoring.

New clarification added: Question:With reference to the above mentioned RFP, we would like to confirm that we are interested in submitting our response as per the form requested. Yet, we would be thankful if you could agree on extending the submission date of the subject proposal for additional two weeks due to Eid holiday. We aim to provide a proposal that meets your expectation and our standards.Response:An extension of the deadline for additional three weeks until 4 September 2019 has been granted.

New clarification added: Question:It’s stated in the Qualification criteria that “the Bidding company must have a turnover in excess of 50 million USD per annum in the 2 last recent audited financial years. Bidders may submit financial statements from a parent company, if required”"...." is a member of "...." network, which global revenue amounts to US$9 Billion. Yet, it is not possible on our part to provide a complete Financial Statement as the mentioned figure is the accumulation of all "...." member firms revenues.Response:It is not required to provide the Financial Statement of the entire network. What is required is providing the Financial Statement of the Bidder proving the turnover in excess of 50 million USD per annum in the 2 last recent audited financial years. In addition, the Bidder may submit financial statements from a parent company, if necessary.
