Subject: Invitation to Bids for the Supply of Certified Emission Reductions (CERs) from registered Clean Development Mechanism (CDM) projects
The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a bid in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Question: I have a technical question regarding: Form E: No Adverse Action Confirmation Form.Can we delete text: 'and the manufacturers [insert manufacturer’s names] whose products are being offered by the Bidder' from option a.? We do not have direct contact with CDM project developers, so we can not claim their potential issues. We only have CERs from their CDM project.Yes, you can delete that part if not applicable. Other wording must not be changed.

New clarification added: Question: For the technology: are LFGTE projects accepted, or will they be rated as "...industrial gas destruction"?LFGTE projects will be accepted.

New clarification added: Question: Since we have two signatories and both have to be signed, is it OK to accordingly adjust five Word documents within 'ITB_Section III_Returnable Bidding Forms'?You can insert two names/titles and signatures without changing any wording.

New clarification added: Question: In Lot 2, there is the requirement of 10000 GS VERs, is it possible if we submitt 3 different projects with 10000 tonnes each, you can select the best suited to you.Or we should submitt only the project or projects for 10000 tonnes for this lot.You can submit more than one project. Note that the requirement is for 10,000 GS CERs, not VERs.Please provide price and all requested information for each project offered.

New clarification added: Question: Is there a special form for for submission in 'Offered Projects descriptions and date of generation' in 'Vendor submission/Document checklist' section available?Where can I found it? Or can we prepare our own document?All other forms required, except the one above are included in 'ITB_Section III_Returnable Bidding Forms.docx' file.You have to fill in Form C indicating projects offered and other details (including year of generation) in the last column for each lot. You are encouraged to attach additional pages with extensive details about the projects offered.

New clarification added: Form D: Performance Statement Form requires the disclosure of confidential information from previous carbon offset transactions. As we are under NDA with our clients, such disclosure would mean breaching these NDAs. What can we do about this? Would it be possible and allowed for this tender to leave the value of order column blank?Yes it is acceptable if you indicate client, year and contact and that it was a contract for CERs.

New clarification added: Question: While filling in "Section III: Returnable Bidding Forms", I am not sure whether in "Form D: Performance Statement Form I have to fill in anything else than the Name of Bidder and the Date (as marked in blue). In my view, the ordering table and the name, title, date and signature fields at the bottom will have to be completed by the purchaser (UNOPS) after having decided about placing an order.Can you please clarify what exactly the bidder has the fill in in Form D? Thank you very much.Form D is to be filled in by the bidder, to indicate references and previous contracts handled by the bidder (one per row with client company name, date of contract, etc.). There is no part on this form to be filled in by UNOPS.

New clarification added: Question: As it is mentioned the project should be generating credits for the period not prior to 2014. We have our projects who went for the verification from 2013 till 2016 and issued many credits in one go, if we check out from the excel sheet and monitoring report for the credits after 2014, it will be more than the required one in the tender. Please let me know if we can apply the project. But while cancellation, there is no such mechanism with UNFCCC to identify the serial number of the credits year wise, they will cancel the credits as per the demand and we need to consider as this project have more than sufficient credits for the period after 2014.Please let me know if this will be acceptable?If a project cannot identify the credits issued from 2014 and on, they can calculate a pro rata post 2014 amount. As an example, if a bidder has issued 210,000 CERs over the years 13, 14 and 15, the pro rata of 140,000 last issued CERs would be acceptable.

New clarification added: Question 1: Tender requires 5 kinds of CERs (as Lot1, Lot2, Lot3, Lot4, Lot5), my question is that can we submit multiple number of projects under each lot, or we should submitt only 1 project under each Lot.Yes you can submit as many projects you want for each lot; and/or submit the same project for different lots.Question 2: Can the total quantities be met by multiple number of projects or only one project should meet the reuired quantities. As example: you require 118000 tonnes of CERs, is it possible that we can submitt 3 different projects to fullfill this required volumes of 118000 tonnes?Yes, see above.
