This request is for expression of interest by qualified and competent firms and organisations that are interested in Provision of Services for Construction of a Hybrid PV Mini-grid System and Rehabilitation of Grid Infrastructure in Buka, Autonomous Region of Bougainville, Papua New Guinea.

New clarification added: Question No.5: I am currently in the process of submitting my Expression of Interest (EOI) and have noticed that, apart from Form A and B, I am unable to find an option to upload the requested certificates. I can only see the questionnaire section available for completion. (Can I put all the requested documents in a drive and provide that link for each questionnaire?)Could you kindly clarify how and where I should upload the remaining documents, including the requested certificates?Answer No.5: In essence through this EOI, UNOPS wants to assess the availability of relevant suppliers in the national/regional market. The confirmation obtained through the responses of questionnaire provided in the EOI would suffice at the moment. Because later at the actual tendering stage, UNOPS would like to ascertain the certificates and other requisite information, as deemed necessary. Having stated this, please feel free to upload any document(s) you may like to add by giving it an appropriate title under the space provided for uploading Form-A and Form-B. Thanks

New clarification added: Question No.4: Whether to accept participation in the tender as a joint venture? Answer No.4: This is an expression of interest for conducting a market research about the availability of particular suppliers in the local/regional market. At the launch of the tender later, the specific form for joint venture will be provided in the tender documents but not at the EOI stage. Thanks

New clarification added: Question No.1: Regarding the information to include in our Expression of Interest, we kindly request that you admit the possibility of submitting our proposal without the license and registration in Papua New Guinea but with the commitment of doing so once awarded the contract.Answer No.1: Please provide the details of your current registration country, and ensure that you are registered in Papua New Guinea before intending to participate in the bidding process.Question No.2: Please confirm whether you could accept a list of references with a cumulative capacity of at least 6MWp as evidence of similar nature and complexity for hybrid mini-grids with a total installed capacity of up to 6MWp.Answer No.2: Yes, a list of references with a cumulative capacity of at least 6MWp can be accepted as evidence of similar nature and complexity for hybrid mini-grids with a total installed capacity of up to 6MWp. This would demonstrate the required experience in managing projects of comparable scope and technical demands. Question No.3: For ‘Experience in procurement and installation of utility scale grid energy storage systems’ please accept references that include PV + BESS with a lower capacity.Answer No.3: Yes, references that include PV (Photovoltaic) + BESS (Battery Energy Storage Systems) with lower capacity upto 2 MWhr can be accepted as relevant experience for procurement and installation of utility-scale grid energy storage systems. The key aspect is the experience with the integration of energy storage systems, regardless of the specific scale or capacity, as it demonstrates familiarity with the technology, procurement processes, and installation procedures.
