New clarification added: Dear UNOPS team, could you kindly inform me as to where I may locate the updated Terms of Reference based on the latest pre-bid meeting information?Answer: The updated Terms of Reference, pre-bid meeting minute and pre-bid meeting presentation are now posted. It can be found in the document section where you access the returnable bidding forms. The clarification period is now extended to 10 February 2023 at 18:000 Jakarta time.

New clarification added: We attended the tender briefing on Feb 3rd 2023 and it's mentioned that there will be (1) a new TOR and (2) compiled list of Questions and Clarifications to be distributed on 6th of Feb. Until now, we have yet to receive the new documents and we also can't find it in the portal. Could you kindly clarify when and through what channel the documents be distributed?Answer: The new TOR , pre-bid meeting minute and pre-bid presentation are now posted. It can be found in the document section where you access the returnable bidding forms. The clarification period is now extended to 10 February 2023 at 18:000 Jakarta time.

New clarification added: Unfortunately, we were unable to attend the Pre-Proposal meeting. Could it be that attendance at the meeting is a condition for participating in the bid?We would like to inquire about this project, and we would appreciate it if you could tell us who we can contact.Answer: The pre-bid meeting minutes will be posted shortly. All bidders are welcome to send in the proposal. If you have any questions you would like to clarify you can raise the questions through this e-sourcing platform. All clarification questions that are raised in the system would be accessible by any bidders.

New clarification added: 1) For the purpose of our client acceptance procedures, what is the relationship between UNOPS and the members of the ETP. Which entity (ies) will be the clients and users of our services, if we are appointedAnswer: UNOPS is the Fund manager for ETP and hosts the ETP secretariat. ETP is funded by several donors (sometimes referred to as ETP members). More information on ETP's funders can be found on the ETP website. All contracts and documents signed for ETP will be signed by UNOPS as the legal entity. The client/user of your services under this tender will be UNOPS for implementation of ETP.2) We have been unable to identify the legal status and identity of the Windward Fund. Please would you clarify its identity, ownership, legal status and residence.Answer: One of the funders of ETP is Windward Fund. This is the all the information we are able to provide at this time.

New clarification added: We would like to clarify the qualification criteria which requires consultants to provide a minimum of two customer references demonstrating successful provision of similar services within the past 5 years. This should be submitted in the form of a performance statement form (G). Is a confirmation letter or signature from previous clients necessary, or will a signature from a partner suffice as proof of experience?Answer: The documentation from the client is not required. Only the information on the returnable bidding form that needs to be filled out. We do not need reference letters from past clients or contract documents

New amendment added #1: The purpose of the amendment is to add the :Pre-Bid Meeting Schedule on Friday 3 February 2023 at 13:00-14:00 (Bangkok time)- The link of the pre bid meeting can be found in the particulars details of the tender- Extend the deadline of the tender. The revised deadline date is 16 February 2023 at 18:00 (Bangkok Time).

New clarification added: Question: Is there a specific maximum budget for this RFP?Answer: UNOPS cannot disclose budget for any tender. The bidders are advised to quote based on their assessment of the level of effort as well as their usual rates for their works
