The main objective of the Cultural Heritage Management and Business planning services for this contract is to provide UNOPS and the project stakeholders with the following activities:

The main objective of the Cultural Heritage Management and Business planning services for this contract is to provide UNOPS and the project stakeholders with the following activities:
- Prepare cultural heritage management plans for identified sites to support the long term preservation and maintenance of those sites
- Prepare business plans for economic and tourism benefits arising from sustainable and responsible management of sites
- Through a consultation with the Ministry of Culture providing technical advice for site specific locations staff, and staff of subordinate institutions overseeing the sites in question. While fulfilling the objectives of the service the consultant shall employ the best practices in management of cultural heritage assets and will utilize innovative approaches when developing business models and plans.

It is a statement for your previous performances. The word 'goods 'to be replaced by services/consultancy/works you have performend and fill in accordingly. New clarification added: Minutes of online pre-proposal meeting for EU4 Culture UNOPS Albania ProjectDate: 21 July 2021Time: 10:30Subject: Pre-proposal meeting for the Request for Proposal RFP/2021/22806 For the Cultural Heritage Management and Business planning within the EU4CULTURE Project_Support for revitalization of cultural heritage sites and monuments affected by Earthquake in AlbaniaParticipants: 2 participants from UNOPS Albania and 2 participants from different legal entities UNOPS Albania welcomed the participants and introduced the evaluation team and how this pre-proposal meeting would be organized, what are the short term goals to be achieved, what is expected from the market and what UNOPS is offering.UNOPS Albania started with the presentation to provide the participants with the components of the projects that UNOPS would like to see in implementation. The whole program which is EU4Culture is aiming to rehabilitate the cultural heritage damaged during the earthquake of 2019. This is a golden opportunity for the cultural heritage in Albania as this is one of the largest interventions ever planned in the country therefore the interventions are not only going to pertain to the physical conservation interventions but we are also aiming to develop full intervention. That means that UNOPS is looking into the aspects of conservation, but also looking into the aspects of interpretation, digitalization, tourist promotion and similar. While working with physical conservation we are aiming to also promote the aspects of management of these assets.Participant 1: Similar style of approach to design in10 sites. Do we need to give a price offer for only these 10 sites?UNOPS Albania: The approach was shown for 9 sites and the Annex 1 is outlining an additional 7 sites, hence we are expecting the financial offer for the first 16 sites. Participant 1: So, given there are 16 sites, we should be aiming to propose an implementation period of 12 monthsUNOPS Albania: Please propose what you consider to be most efficient, we cannot at this moment comment on the proposed schedule of 12 months. The proposal on the time schedule is part of the methodology proposed, hence it would be viewed within the broad context of the proposal. Participant 2: Concerning capacity building, could you specify who are the stakeholders? UNOPS ALbania: We are proposing quite thorough changes to both physical conditions of the sites as well as changes in governance of the sites in question. Hence we need to equip all the caretakers, directories, staff, to successfully undertake the processes of changes proposed. In Addition to immediate staff engaged in the sites of question, additional stakeholders to be trained include personnel from supervising institutions, government and similar.Participant 2: Regarding bid security, in case we cannot provide a security bond, is Bid Securing Declaration enough?UNOPS Albania: As per bid, security in tender documents is required to be provided through insurance company or bank guarantee, but if this is not possible further explanations are given in esourcing in compliance with the requirements of Procurement Manual.Participant 1: Are we correct to assume that the investment package composition along with figures would be provided by UNOPS?UNOPS Albania: Yes the information on investments would be provided by UNOPSParticipant 1: Regarding presentation, is it possible to have it?UNOPS Albania: We will provide you with the presentation which will be also uploaded in esourcing UNOPS Albania concluded the meeting.

PROPOSAL SECURITYIn Italy Bank Institutions need about 30 days to release such document, timing not suitable with the submission deadline. We would like to ask if it would be possible to submit the required Proposal Security Form (Bank Guarantee) – Section V Bidder Form H - after the proposal submission deadline, namely only if awarded the contract.Request no. 2Due to the above-mentioned timing issue, in case you confirm Proposal Security have to be presented within the Proposal submission, could you please grant us a postponement of the submission deadline? New clarification added: Further to our previous request for clarification regarding Bid and Performance Bonds, we understand that these are required to be in place for the duration of the Bid period and, if appointed, the Contract period respectively. However, we have been advised by our bank that it will take 8-10 weeks before the bank can issue the Bid Bond, so we are currently trying to obtain the Bid Bond through our insurance company. If the insurance company is not able to issue the Bid Bond by the Bid submission date, we were wondering if there is any other way that we can provide the Bid guarantee or other suitable assurances for our application. Dear Sir, Performance bond is required for Awarded bidders, It is included for reference in the Tender documents. There should be readiness to present Performance bond in case if the company is awarded. New clarification added: With regard to bank guarantees, we have been advised by our bank that the time period to set up a bond or guarantee is 8 - 10 weeks.Could you please advise if there is any other way that we can provide the necessary Tender and Performance guarantees within the relevant timescales.Dear Sir/Madam,If you mean bid bond that should be valid alongside the Bid validity period (It can be issued by either Bank or by Insurance company) As for performance bond - awarded bidder should obtain it with validity throughout the project implementation timeline as per Particulars. As per International practice Performance bond can be obtained for a year period and can be extended if need be.
