Description
The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for prequalification of Explosive Detection Dogs (EDD) Services for the Peace and Security Cluster. All submissions must be made in the English language.
This Global EDD Pre-Qualification is a formal method of assessing an organisation against a set of pre-determined criteria. This process is not related to any specific solicitation process, but instead focuses on a general assessment of an organisations’ operational, personnel capabilities and internal processes, including internal quality management and financial health.
Please refer to the attached Explosive Detection Dogs -Quality Standards in Project, Procurement and Contract Management for details.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Question: From the Annex II EDD Global PQ Evaluation Criteria Stage 1 and 2 -Amendment No.1.xlsx, Line I.3 requires vendors to up load Written Confirmation for Proof that it does not have any pending disputes or litigation however there is no upload section for I.3 in the submission documents list. Please advise under which other section we should upload the Written confirmation letter for I.3? New clarification added: Question: The tests are conducted on live odors and we train our teams on live and pseudo odours. However, there is no official regulation that allows you to do so and therefore we cannot provide documentation to legally store live explosive training aids. We can confirm that in the event we move to the second stage of the evaluation (physical visits) that UNOPS will be able to observe K9 being trained and tested on live and pseudo scents. is this acceptable to UNOPS?Response: UNOPS would like to remind you that the requirement of documented access to live explosives for training purposes is a requirement in the first stage of the document review, and whoever passes the first stage of the evaluation will be able to advance to the next stage of the evaluation (Physical visit). The requirement of live explosives is a core element in our EDD standards and therefore cannot be waived from our pre-qualification process.Therefore, to be able to pass the first stage of the evaluation (document review) and be qualified for the second stage of the evaluation (physical visit), we encourage you to obtain all the requirements including documentation showing authorized access to live explosives (i.e. Agreement/ license with gov'ts, national security institutions or a legal agreement with a third party). We wish to remind all organizations that in the event you may have further questions or concerns regarding the ongoing EDD pre-qualification process, there is a possibility of asking questions online using the esourcing platform and all responses from UNOPS will be posted in esourcing.
